The new Department of Homeland Security (DoHS), which officially came into
existence in the last week of January 2003 following the passage of legislation
Nov. 19, 2002, represents the largest government reorganization in 50 years.
The department sports an annual budget of $37 billion and employs near
170,000. It represents the merger of 22 federal agencies and departments. The
purpose was to bring the bulk of domestic security functions under one roof
(“ cap’s Mega-Merger,” 2002).
The new department is split into four administrative sections, each with an under-
secretary to run it.

Theory Versus Practice
